Allthough there was no english speaking staff available, i didn't have any problems to get things done. The staff was very friendly and helpful. The Shinsei bank has most (all?) Documents in english. I speak only a little japanese but that was no problem at all. Thank you so much.
Shinsei Bank is one of the more foreigner friendly banks in Japan. They have English customer service and online banking. If you choose one of their in-house colors, you can get your ATM cash card right then & there.
You need the following to sign up for a new account: — Resident card — Phone Nr — Apt Address — Katakana Name — Social Security Nr (If from the USA) — My Number card (Japanese Soc Sec Nr.) Not a must when signing up but if you want incoming foreigner transfers, you will need it.

moved here in July of 2017 and Shinsei was incredibly helpful setting up my account. Great English speaking staff and online support line. I don’t speak any Japanese and having Shinsei was a relief. I’ve even gone in several times to have them help me transfer ¥¥ to other accounts and they were so helpful and understanding! Would highly recommend.
